Giving individuals information and advice and leaving them to make informed choices would be better than government overreach that is not the best choice for many individuals.

Individuals know their own circumstances, including whether they are at more risk from the coronavirus or from being unable to work, and should be allowed to act accordingly. The state’s role is to protect, and part of that is not putting in place barriers that stop people and organisations being able to react quickly to a situation.
